Apparently there is a whole list of people he's accused of cheating.

Do not Join any of my card games if you are in a Military Guild or if you are more than 2 levels higher
It is my firm belief that all Military Guilds cheat in every aspect of game
I also reserve the right to refuse a game with anyone for ANY reason

It is certainly within his rights to refuse to play with anyone for any reason, even if that reason is unreasonable to other people.

However, once he agrees to play, he's agreed to play.
Accusing every opponent that he losses to of cheating is offensive.
