    Doesn't matter what AG level you have still can gen new licencec.
    After AG3 I still play AG, this time on easy level. This way I already got 30+ licences more. Pretty boring but possible to accumulate 100 from drops, unify them (Sell/exchange/buy) and construct Estate some day :)
