shouldn't this artifact ap be increased(CL>=14) i highly doubt it stands for its name.
Also can anyone name more artifacts which give more stats compared to their ap.(except for initiative like hunter boots).

You should raise it with the admins, they are highly responsive and care deeply about the thoughts and opinions of the players. They will probably have this fixed in a couple of days.
