how does this guy have 24% initiative in battle with the armaments he wore?

it is the racial ability of battlewise wizards.

he has 11 faction level so he gains 21% innitiative of his total spell power+knowledge and 63% of that in attack

so he has 30 total so that is 6% more inni and 18.9 attack rounded down to 18
