I killed on purpose 2 vamps but no troops ended up with no negative morale after the raise. |
Because it is leaders guild where the AI gets free reign to abuse the system however it wants. |

Raise dead Mana cost9 (Level 2)
Raises perished creatures of a target undead or living stack. The maximal HP of the whole stack decreases by 20% in case of undead, by 40% in case of living creatures. After being raised, the living stack becomes a walking dead with always neutral Morale, but does not acquire the properties of undead. The morale of all other living stacks of your character becomes -2. |

The same happen to me in the smugglers event, but with the bosses only, the other troops got -2 morale |
It's not bugged. It's working as intended. The description may just be confusing.
Necro raised Vampires, which are already undead creatures. Raising them won't affect the morale of your living troops again (-1 Morale to living troops if you have undead on your team).
If Necro had raised the dead stack of Tengu, Yamabushi Tengu, or Desert Raiders, then the other two living stacks' morale would drop to -2.

Looks like monster or bosses are not considered as living creatures otherwise any living creature under them control of necromancer gets negative morale at the beginning of the combat. |
Umm
Living troops along with dead troops under same hero already get -2 morale, as we know from playing PoT.
LeG enemies do get a free pass here. |

Troops in LeG only have negative morale from rings of doubt.
Living troops under control of necro hero will have neutral morale i think before raise dead of living troop.
After living troop is raised other living troops get - 2morale.
But if necro raises undead troop living troops dont get affected. |
