| If you play CG duels you will find out almost every one has all available armaments activated. It means you can find yourself with a significant disadvantage if you don't activate them too. |
I think it will be that it is everyone has them activated as this is nit something you can manually do for the event. This has a few minor impacts.
If you normally play with a high level of active armaments then that stat advantage will be lost. Secondly this benefit will proportionally impact those armies that recruit a lot from lower tiers (the start boost is a greater percentage boost) arguably similarly with a uniform INI boost this affects low INI troops more. However in practice these impacts are minimal so it is a but if anon day |

Yes at level 1 and 2 you duel only against AI |
