| lvl 16, I have fort and up to t4 so no. You might even need less than that. |

I would personally recommend them...The reason is there are only few factions who can manage to do hunts (very easy hunts) without any upgrades and T5 units. No doubt that would be the cheapest way to do it but if you get T5 then you can do almost 60-70% of your battles at current HG and MG level.
At level 13 i don't have fort. All i got is Tier 3,4,5 troops and that's it...I'm not sure what's the minimum requirement of castle at lvl 14 but at lvl 13 these are more than enough to earn tons of fsp
