I have 2 questions:
1.) Is possible to enchant armor with decrease of charging attack as first enchantment? ( I mean no need to make nature, fire, water spells enchancments first..)
2.) What is the formula for multiple enchantment for final effect? For example, if I will have 4 armor with +9% decrease of charging attack

1. Yes.
2. Reduction = 1-(1-0.09)^4 = 0.314 = 31.4% decrease of charging attack.

Enchants do not have to be balanced, enchants can be done one at a time and you don't have to take them all.
