I recently participated in a lvl 8 quick tournament and got put against an all AI team. One of the opposing AI's was completely max'd out gear and enchantment wise and I'm curious to know how often that happens and to question the fairness of having an AI that outgears every actual player in the tournament.

It's random. So I'd argue completely fair.
As to how often it happens.. can't give you an exact figure, but it's more and more common the higher level you go.
The AI won't wear arts that aren't impossible to wear. So you could easily wear a full enchanted set if you wanted. |
| Fair enough was mainly just curious. I think it would make more sense for the AI to match the most geared person and be no weaker than the least geared. Thanks for the info |
| It is just random. Every AI in quick tourney is a copy of real player who entered QT in past. Just letters of name are mixed. So someone in your level had entered with really good gear in tournament and now clone of him appears sometimes. In future someone else will meet your clone and will be happy to meet you as an enemy or upset by having it as ally :) |

But yeah about the question, as mentioned above, the AI heroes are just clones of real participants. This is done so that there is effectively almost no difference in having AI partners/enemies compared to real players.
Being upset about a strong AI enemy is equivalent to being upset about a strong real player enemy. It happens ;) |
