After reaching a new lv there should be an intelligence test, which determines if the player is ready for a higher lv or not. This test would be compound from a couple of battles where he must be able to survive with a set up % of his army. If not, he would get -exp point and after reaching the breaking point, had to take the test again. Ofc the test has to be taken with 0 morale and luck, to be objective, and with same standardized parameters. This way we could avoid losing a winning battle. Also it would be a stress removal because lets be honest, its kinda frustrating when your playing with a less inteligent player. | Yes please

We all had these really really bad Teammates in battles, in terms of "Tactics/Strategy/Skill".
People who dont know how to "React" to situations, or dont have the simple tactics like blocking the path of enemies to vital units, protecting allied archers, stunning incoming stacks...
Im not saying Im a "Pro", I get also "Confused" sometimes, but sometimes I've felt like "How did you not see that coming?!" when the enemy gets hit by a big stack.
Thing is... I dont know how your Idea could be developped.
As I said, the "Concept" is good, but you are putting a "Barrier" to leveling up, from which many could benefit from, and "Camp" a level, as they said in previous Posts.
"Skill" is something that depends on the person/individual.
Education (Even IRL) must be with Guides, not Exams, you are trying to put people "Exams".
IMO a better Idea would be to put Guides such as "Guide to Positioning", "Guide to Stalling", or something like that, I hope you know what I mean.
Like teaching how the "Pace" of battle should be, and 2 important points, which basically battle is about:
1. Surprise (And Strike) the enemy.
2. Avoid all the possible damage.
