1) "Additional characters may set an auction for 3 days with initial price of 1 gold and no buyout price to sell [list of items]" means:
A) Additional chars CANNOT PUT ANY item on the market, with the only exception of [list of items], for which they MUST set an auction for 3 days with initial price of 1 gold and no buyout price"
B) Additional chars CAN put items on the market, BUT for any item falling into this [list of items], they MUST set an auction for 3 days with initial price of 1 gold and no buyout price"
(basically I want to figure out if I can get rid of stupid hunt set items other than discarding or using for min ap)
2) "Additional characters are not allowed to purchase [list of items] from other characters." means:
A) Additional characters are NOT allowed to purchase [list of items] from other characters NOR FROM THE MARKET. Items not in the [list of items] can be purchased from characters or from the market (at a price not too different from average market, see 3.13)
B) Additional characters are NOT allowed to purchase [list of items] from other characters BUT THEY ARE ALLOWED FROM THE MARKET (provided that 3.9, 3.12, 3.13 are not broken). Items not in the [list of items] can be purchased from characters or from the market (at a price not too different from average market, see 3.13)

For your first question, B is applicable.
Additional chars can sell hunt set items at regular prices on the market, without the need for an auction.
