If someone sets a bot to 24 enrrols a day, it would be awful obviously of their crime. So setting a number limit or specific hours at the day, seems a resonable approach to mask their doing.

Not long ago, you've raised a person who always do 3 enrrols a day, he was also with workolic penalty. Why that person would be doing 3 at each day, no more nor less, and how he can keep that going for so long time? I mean people usually have free time and can invest more time on their hobbies once in a while, people forget about their hobbies or get too busy or tired which result on the lack of consistency.
That guy which did exactly 3 enrrols every day is probably using the same bot as this guy, just with a different settings.

If there is a script that lets you enroll and adjust enroll count therefore, the average can be as low as anything or even higher than 20 it wouldn't matter if you just periodically altered it at random. Well that's just my thought, we are not fully aware about the extent of scripts used for this purpose.
I somehow believed admins could track using scripts like this. I am not very experienced with scripts and their working but isn't it that such scripts must do something with the page code (maybe somehow edit it or what) to be able to enroll? If it was that way, admins could find out if you are doing that. Just I can't imagine if they would have to check each player individually or they have some system which know when someone do that. But if it was the second way, then probably there wouldn't be any super fast resources sellers as well as they would be blocked immediately :)
Some time ago I've played WoW for a while... There was one bot for fishing. In an event there was hudrends of afk people fishing for hours or even days without stop, without moving, talking, without losing a single second between one rod throw...
I've reported some of them, and then started to search how that bot worked...
I saw one video from the bot's creator basically saying "my bot doesn't use the ingame code engine like the others, instead it utilizesa 3rd party program that emulates a set of commands/orders outside from security check system, as such it is not possible to be detected." Then he showed it on use.

Well... In WoW fishing bot does exist. One of these bots claimed to use a 3rd party program in oder to by pass the security. The same could be applied here I suppose, or perhaps that won't even be needed, depending on how secure this game actually is, could be a lot easier than that. Dunno.

As for periodically changes, it definitelly sounds possible, my guess is that those accounts were simply 'abandoned'/'forgotten,' and the user just don't care about them enough to put some effort to make it less noticeable. Probably he or them have too many accounts for starters. With that in mind, assuming they're actually using a bot, there might be a lot other users being more careful on their usages, so... It might be possible to exist a lot more enroll bot users that we could ever imagine.

Sure, it might as well not be a bot, just some dedicated person who happens to always find 12 hours per day to enrrol on this game. *Shurg*
Well it could be something like a Police of the game or bot hunters. For example an Official Officer could send couple of private Messages in both Russian and English languages with information about suspects of bot users. If a suspect would not reply sensible message and continue enrolling Character would be jailed.
