between empire capital and east river
maybe fishing village and great wall
maybe is not very much lvl 10 thief
can check list with current battles i see one lvl 10 in 688 battles he is in empire |

No, there's a pretty good reason for wanting to run around and be ambushed.

| If you want to hunt thieves, don't forget to join Rangers' Guild before. With time you might get some level up there. :) |

| Well, imho it's not really worth the effort to do guild battles (you need a mount, good equipment, time, etc.), but if you beat a thief in any way, you will get points there, so hunting thieves without beeing in RG is kind of waste, if you don't play TG (you can't have both at one time). |
| Keep in mind that RG is a lot more difficult to level up and the battles are harder than TG.Also you cant face a human thief more than 1 time every 3 hours(not very sure about that).After having tried both my advice is to be a thief yourself |
