At fsl 11 dwarves get one extra crusade rune. At fsl 12 they get one extra agility rune. With the talent spare rune, they get one extra rune of each.
So, they have 3 agility runes in the total. Check the unique racial skills page, I cant post it here now because I am posting using the phone :) | damnn, always thought lvl 17 survilogs have faction 11 only :(
also didnt know these 11 and 12 additions to dwarf skill set :)
