The talent simply allows a defending stack to retaliate before the attacking stack has attacked it. This will only happen once. Normal retaliation rules apply, so once the concentrated retaliation has been taken, other attackers can attack the concentrated stack without facing retaliation (unless the concentrated stack has unlimited retaliation ability).
Concentrated stacks with unlimited retaliation also get a second retaliation for each attack, so they retaliate once before the attacker's attack, and once after the attack.
