once i hve a account but that account was blocked their i got loan with my friend about 70000 gold , i want to repay that amount on my this account this is legal?
Or any other idea i want to back his gold, i not a cheater but i want to repay that person amount.

Technically your new character cannot repay the loan. The correct resolution is a 2x gold penalty to the original character that was loaned the money.
3.17. The Administration does not take responsibility for the unreturned debts and does not guarantee compensation in case of swindling by other players; as well as in case if the debtor has been blocked. When a loan is not returned in time, (the time must be written in the transfer logs, no more than a month) the swindler will be imposed a penalty of a sum twice as much. If the term isn't posted in the transfer logs, the penalty will occur 1 month after the loan transaction. The creditor does not get compensation.

However, if you wish to give a gift to another player to salve your conscience, that is fine.
Just be sure to follow the rules for giving gifts.
One problem you may encounter is that your intention to "repay" the loan would be difficult to differentiate from dedicated financial assistance.
