What is considered a literally charging enemy? Will a enemy who has only traveled 1 tile be considered charging? Will I always reduce 10% attack, or, what maybe the factors constraining it?

And, how much gold does it take to enchant an armor with D10 (with current element prices)?
Decrease attack of attacking stack
does say nothing about charging enemy, where did you get it from?

also 10% requires 30 of each element, and D enchant needs moonstone and abrasive
