there should be fixed amount of troops for each lvl, you can increase it.
at lvl5 you can't even get Rally talent so use this(hop you build castle for lvl5)

| If you mean upgrading a tier one creature, from goblins to hobgolbins, faeries to sprites, gremlins to engineers, etc, go to your castle then to upgraded constructions. It will cost you a fair amount though. |
