The player "tofa17" forced me to give him resources,I didn't accept and he threatened me that he will report me. This is not ok in any way. I still have his mails as proof. What more should I do about it?

I spoke to the player "Secretary" and she told me to make a new topic here...so...who is supposed to punish "tofa17"??
