The limit of characters you can have is 3, 1 main, 2 adds.
If one of 3 is blocked, you may not make an extra character, if you do it will be blocked and your main may get fined. if this one is your 2nd character and you haven't got a 3rd yet then you may make a new account.
Since you have Hozefaa and Hmr1 you may not create any more accounts. |

No, You can have 3 account MADE in total, not 3 accounts at one time.
