If you want to clear your inventory you can transfer everything you have to Empire.
3.15.3. Transfers for the reason of leaving the game etc. are forbidden. Empire is the only character for liquidation transfers. |

| They are not physical resources. Just a collection of 1s and 0s so no need to do anything if you are quitting. |

All you need to do is stop logging in. Your account will remain here in the state you left it. You don't have to send any resources to empire or tell anyone you want to quit. |

Mmmm not sure about this, I believe on .ru (before the merge) the admins deleted a bunch of characters. |

They removed hundreds of thousands of level 1s ;) Characters of higher levels will not be deleted at all - They have impacted upon the game too much and there may come a time when those accounts need to be reviewed.
So if you are not going to play - Forget your account and leave.
