Dear Administration,
I understand that rules have to be changed from time to time to balance the game, prevent players from doing harm to economy, etc.
However please bear on mind that there are players who read the rules back in 2008 and have no reason to go and check forum/rules every now and then.
It would be appreciated to send PM to all players with list of changes in rules. That would avoid confusion of fined players who were playing by old rules.

you rly should pay more attention yourself i have hang on forum a lot rly rly lot and only small part of em are posted like this in my opinion:) but who knows maybe i'm wrong only played for 4 days hey lol..

It is good for all players to find out about the changes in the rules. It is correct that forums makes the gaming experience here a lot better but it is not compulsary for all the players to use it later in the game. a small messaging system to give administration news would be perfect like a flashing "new" sign.
