my guess is that you selected 7:8 in the first shot, and 7:2 in the second.
Plague shot will hit any creature situated in a TILE adjacent to the one you shot.
Wolf riders being a large creature, they occupy 4 tiles, thus in order for your shoot to hit most of them, you need to choose the right tile. This is what i believe you did:
