Personally I quite like necro talents. Vitality is great and Erudition is so useful for changing build without taking potions.

The problem is they cost too much.And they are not giving opportunity for different builds.Most races have Luck,and offense build.Necros arent the best caster out there,but their talents are like for casters only.

You cannot look only at talent wheel. If you would want to make them cheaper then you had to reduce other necro strengths to maintain balance.

Necro has nature, darkness, might, defense.. it has a lot of choices. If anyone doesn't have enough options it's barbarians, all they have is might. |
Every faction has its own uniqueness, thats why so many factions introduced in this game. dont expect all talents in on factions :P
when you reach higher fsl in necro, you will get around 300 to 400 skel archers. do you really need expert fortune and expert leadership? other factions will be screwed. |

Necromancer with an offensive tree would be imbalanced anyways,skeletal bowmen with battle fury would be able to kill anything on the field.

They do. No one uses raise build anymore on high levels. As stated above, it is all about balance; offence would make skels too powerful, and appas can't have too high dmg because of uncorporeal. Erudition costing 9 is not that much; this is the same price for wiz' erudition cost as well.
Discussing about balance makes little sense; think that every faction is balanced for each levels according to how well they perform on minor tournaments, with changes in talent point costs and recruit count. Better talent means less troops - or the other way round.
As per diversity, necro offers more suitable builds than the average IMO, or at least this is what I've observed in PvP; elf, DE or demon for exemple mostly all use very similar builds. |
