I noticed that the two councilors Thutkra and Kalirosh are lvl 17 and 16 respectively.
How is that possible?
I've also got a lot of other questions about councilors.
How do they have 1000 dragons/behemoths/giants/devils in each creature slot?
How have they fought 1000 battles,won them all, and don't have anything in their combat log?

They are admin characters, that is why. | IF you are asking this thinking they are other players; You are wrong.
but if you are asking about how this happens in the story:
Thutkra is the experienced military leader of the empire --> higher level
all of them has limitless army in comparison of the simple Lords of the game(they are the empire councilors)
surely they have a good number of successful fights. but no one needs to know where and when :-D
