Yes, if bludgeon was a normal weapon (with fixed max durability) it could not have that kind of durability (unless admins had funny mood), but bludgeon did not end up at that durability after repair, the player was rewarded that bludgeon at the exact durability you see it. No weapon can have X/X durability after repair, unless X<10.

So let's say you had a Great Hunter Bow.
It's starting durability is 10/10.
You use it 10 times so you have 0/10.
When you send it to a 90% repairer he will return it as 9/9.
That is: (90% of previous max durability)/(previous max durability - 1)
9/9 is "100% durability"
As for the 19/19. This artifact like DuskCarnivore said is untouched.
It started out as 19/19 and hasn't been used or repaired.
Some weapons like assailant's poleaxe and goblin's bludgen don't have a fixed starting durability.
Their starting durability depended on how the original owner did during the event. |
Regarding your smith guild, you are Smiths' guild: 0 (0.00) +30.0 so this mean you can only repair at 10% for the moment and not 90% like you are thinking... If you want to have 90% repair, you need find and send arts to those high smith on this server!
Durability of Unique Arts (reward from events) are given by the amount of fights done, amount of fights won, monsters killed while this event! This is why you can find arts with low durability (full or not) or very high... On each art you can read the amount of fights and so on!

On my art the durability was 89/89 and i used it up to 1/89...
