what do you mean exactly by neutrals? For :
- Wizard Spell damages bonus? -> All hunts and MG without restriction
- Hunter Set Bonus on neutral? -> All hunts and MG monster and MG raid else you will just have the +1 minmax damages and init bonus

For Hunter set bonus versus neutrals, let's say as resume, it works only when you face a single type of units without hero behind!
So as example :
- Hunt of Faeries
- Monster faery
- raid of faeries
the bonus on neutral will work with the init bonus and +1 min-max damages
