Depends on the Defense of the Target and the Attack of the Shooter.
For example 0 attack vs 0 def = GMB better (13 vs 5)
20 attack vs 20 Defense = still in favour of GMB (13 vs 10)
32 attack vs 32 defense = Break even point with same attack and defense, GMB = Xbow (13 vs 13).
40 attack vs 40 defense = Xbow > GMB (15 vs 13)
Of course in most circumstances the attack and defense won't be the same and the likely result will depend on the exact numbers. Also assumes average damage (2 to 8 for Xbow = 5 average; 5 to 8 x2 damage for GMB = 13 average), but there are many spells that can change this (curse, bless) plus most results aren't average.

mohini can be right. if used to shoot low defense unit, gmb will deal more damage. double shot, and dont forget that favoured enemy and knocking shot.
but if used to shoot high defense unit (like level 5+ monster), xbow can deal greater damage. |

These answers are for max xbows Knight and max GMB Elf (meaning xbows are about 3 times more than GMB in stack) :
in aimed shoot range xbows definitely against tier 1 monsters, but GMB will do best against tier 7 monsters.
