What matters is not combat level, but Necromancer faction level. |
I assume you mean faction level 2. Because the number of skeletons that you can recruit from your reserve is dependent on your faction level, not your combat level.

Here you can see a table of the recruitable skeleton amount. At faction level 2, you can take 18 additional skeletons from your reserve into battle. |
