admins refilled mines with gold
so rare production facilities got so much gold that people can enroll without buying anything from that facility, meaning the facility keeps getting its resources used and used until they're vanished.
so :
everybody is buying it
in order to resell it to those facilities that got their resources sold. (or course resell is at higher price, so resellers got some profit per resource sold) |

In all mines together there were several thousands of resources before admins added gold to the production facilities
Not all of that can be bought by players in a few days |
Same thing that happens with every event. People buy arts, factories get gold, people enroll into factories, factories needs resources, mines run out of resources and ofc no one works in mines so resources never get filled back.
Admins try to fix this by refilling mines with resources multiple times during an event's period. |
