I would say that it depends on tactics and skill. Without others stacks to kill, Orc Chieftains won't get their bonuses to attack so a 1 on 1 stack fight would not be best for them.
Tier 3 upgrades review
You would need a bit of luck if you fight against Apparitions since you'll miss often
Against Guardians, with their Hit points, defence and shield, you'll also be hard to damage them
Against modern golems, you should have the advantage until and if they close in on you.
Against GMBs, I would think they would do more damage at range than you.. so...
Against Mino soldiers. If they can close in on you, you may not survive.
Against Cerbs, they can easily beat your initz and reach you, but if you can get a shot off, they may not be a problem.
