Sometimes the admins opens for applications, no way to know when they will do so again

Wait for admins to open applications as Khellendros said.
Also you should have a clean transfer log, a very good knowledge over the game and forum/chat rules, good skills in English, high activity in game and preferably be an adult so you have a chance to get a spot.
Ideally, one should be

- always willing to help others, no matter how 'silly' some request may seem to you,
- not power hungry and quick to punish,
- not be short-tempered,
- not bias in any shape or form. The ability to treat everyone equally, be they friends, clan mates etc,
- doing it for the general good of the game, and NOT for the money (in-game gold),

A Moderator's main duty is to moderate, not punish. They are called Moderators for a reason.
In addition to what has been previously said, a certain amount of stable activity is wanted. There's no need to be active 16 hours per day, 7 days per week, but hanging around daily and helping people does boost your chances of becoming a sage.

Well, a little "hell-full" sometimes is fun. We don't want our mods to be boring robots all the time. ;p

Behaving properly on the forum is a bonus though. If someone spams alot, uses curses in every other sentence and has a tendency for short temper, you will not likely become a moderator.
The main duty of a Sage is answering questions and helping around.

If it isn't obvious already, the good thing is that you can do that even if you're not a Sage. If you are both willing and able, do it. Aim for being nice, clear, helpful, as correct as possible and even funny sometimes. As long as you enjoy helping, these shouldn't be a problem.

Though it may take a lot of time, eventually, you may be noticed and labeled as a Sage with moderation rights over the "Queries and help" forums. However, don't let this be your goal. Your goal should be helping. Being a Sage is one way of doing it.
