Question no 1 : is it now illegal to give rewards for the clan members if they won in tournaments or clan events ?

No, not to my knowledge. Though you have to keep within the Gifts limit for yourself.
Please note I assume your tournaments or clan events refer to Official tournaments and legal non-tournament clan events |
4) If a player wants to organize a custom tournament, he or she should contact the Administration or post in "Custom tournament applications" thread prior to opening a topic. If the tournament is authorized, it is possible to create the tournament topic. Please limit the amount of topics to one per custom tournament.

Those rules were written in times where there was no regular Survival tournaments. In present times it is no longer possible to organize custom combat tournaments, since there is a regular official tournament now on a fortnightly basis.
You may try to find a clan with regularly organized group battles and rating system for them. Example of such clan: GB Tournament clan #529.

is there any change in the recruiting process >?
For Example..
the former process is if clan fee is 750,and if a recruiter recruits a person,he ill take 250 and give 500 gold to clan leader...is there any change in this ? ?

There always was only one specific rule about this situation:
3.26. Financial pyramids are forbidden in this game (including creating recruiter networks for clans by promising them part of recruitment fees).
3.26.1. A clan where the Leader's promises are not brought to realization is considered a financial pyramid. In case when funds were accumulated in a clan for a public purpose (such as purchasing TGI or rare items/sets), and no such purpose has been brought to realization, the prosecution is supposed to present proof from his or her transfer log. Clan leader is held responsible and will be blocked for swindling if the fault is confirmed.
3.26.2. Only clan Recruiters may be awarded for bringing newer recruits into the clan. Clan leaders are advised to limit the recruiting duties to official Recruiters.
Clan ranking systems, as well as any relevant rewards, are still legal, if no other rule is broken in the process.
As long as it's not a financial pyramid, there is no problem with rewarding recruiters.
