AuthorCL 14 can still bring caravan to CL 15?

I had a necro caravan 11-23-10 23:19, but the only 2 necros from CL 15 where already many hours offline, so does it mean that CL 14 walking player can still bring caravan to CL 15 player even there are already quite enough CL 15 players?

Anyone CL 6+ can trigger caravans to other players.Dont know about the lvl difference though.
