this isn't only when a card gets discarded, it is also when a card gets played. Also, this is only for a single deck game. In an infinite deck game, each card is randomly chosen from all possible cards (although some cards like the dragon cards are rarer than others). |

i think they have the same chance to come to you but there are only 3(one per type) dragons in game and a lot of other weak cards so that's why you may call them "rare". many tymes they are unusefull when you have low resources and you will have to discard them |
