That was before they stopped doing BoWs |

That player was blocked BOW 20 days ago. Way after they stopped doing them, but apparently just in time to recieve them again.
Generally speaking, BOW is not available. However, sometimes you might get lucky.
My suggestion is that you write in your alt's profile "Please Block This Account, BOW". And then never log in again. That way, you will have stopped playing it. |
