how can we buy the cape of flame from the artifact shop or some other factory i am not able to buy it from the market

| It's out of stock. There is no way you can buy it unless the artifact is refilled by admins. The artifact is, what you call in other MMORPG, "retired" |
| The cape is not rare before , so everyone keep buying it because it was cheap. Until somedays , it was run out of stock. Admin never refilled it. So it became the rare cape and just a few player have it and try to sell it for 100,000 Gold as it was rare. None any of the factory have this cape of flame product. |

If you want to save gold, simply don't use any.
