| The -10% is not in effect until the Talent Testing is over. there are no penalties for using the potion currently. |
From the Market page:
The initiative drop effect has been temporarily relieved.
The side-effect is now canceled for the duration of talent wheel testing period. There is no penalty for using the Potion. |
