| Well, since the admins live in RUS, I don't think they will wake up midnight doing the changes :p. It should be sometime mid day 21 NOV. But no one knows for sure, maybe ask arctic and hope he is half awake bathing in ale bottles :) |

Yes. The main idea of this question is the exact time, will it be precise 0-00 or it will be somewhere close to this time. It does matter for me. |
