i thought that accoridng to the rules getting blocked does not mean you can create new characters. They might be blocked but still count to your total.
stick with the maximum and keep using them.
However if you just never login anymore, so no transfers between them, then no one can know that you are the same user on those accounts. At least if you have dynamic ip addresses. |

Blocking your characters wont give you anything also it wont happen.
Blocked character still belongs to you so you cant create a new one without breaking the rules.
kiwi - there are ways to identify computer with dynamic IP as far as I know.
