It does mean that. Shrews do usually retaliate.
Here's a quote about "No retaliation ability":
No retaliation:
Opponents never retaliate attacks of creatures with this ability.

| No retaliation is actually an advantage. It means that the *enemy* hit by Shrews won't retaliate. When attacked, Shrews retaliate like any other unit. |
