Every time you level up, you may construct new buildings in your castle.
This is a quote from help for newbies, it is not meant to be taken literally for the purpose of "this is not fair, I want a new building for level 9, we need updates." And as I have said, when we take things literally, you can buy new building for diamonds. :-)
