i think it's a bug, and a beautiful bug :)
with my second character(diazzica) i'm a mage
i have 55 gargoyle but only 39 mini artifact and i could equip on garg
it's a bug??
if i equip mini arts on a monster don't have to had a number of mini art bigger or equal the number of monster in stacks

As far as I know, there are two cases:
1. if the number of troops is less or equal than 30, you will need the number of miniarts to be equal with the number of troops;
2. if the number of troops is greater than 30, you will need only 30 miniarts.

E.g., if you have 90 gargoyles, 30 miniarts are enough for all of them.
