this player was blocked by own will!
I thought that BOW is not aviliable any more!
also if he was blocked by own will then why was he warned to sign in his character properly!

Unblocking only happens if there is a valid reason given that mitigates the original blocking situation.
You also can note that 02-13-09 is before the "No more BOW" declaration, and thus he can request to be unblocked with correct reasons and mitigatory remarks. |
