There's nothing wrong with putting up an item for sale at a higher price.
There's nothing wrong with buying an item off the market whatever the price.
But if it can be shown that the buyer bought it just so the seller can get more money due to an agreement between them, then it is illegal.

No, you don't have to.
And if you put an item at a very low price by mistake, if someone buys it there is no way to get your item back
