I believe it was originally from an IBM sales conference in a presentation about the inter-connectivity of different systems in around 1993 (may be slightly earlier).
It is however not actually true and also has nothing to do with Cambridge University. Just a clever marketing strategy made up by a sales team hidden in an anonymous office somewhere.
The words and placements have been very carefully worked out to make it readable by most people. If you try and follow the rule yourself and write your own paragraph you will see that it is very hard to make something which can be understood. |

it's very simple - when we read words, we read them as a whole, not letter by letter. the brain puts special emphasis on certain patterns - in case of words the first and last letter (and the upper half of words - but this has no effect on this experiment).
