| Since the neutrals(mercenary archers/swordsmen e.i) cannot be recruited by any of the factions, then will the faction resistance (like when you have 1 elf level but you're dark elf) effect these? |

Same as always, based on faction level. The faction level varies on the type of caravan though. Most are at 9, if I'm right. |
