the bonus IS there. BUT, the bonus is apply and ONLY apply on the faction you had reach FL9.
it will NEVER bring over to other faction if you had switch. |

The game currently only has bonuses up to Racial Skill 9. this may change in the future, but till then, the max is 9.
You still do get FSP though, and they still add to the number in preparation for any future expansion. |
