there is a 0-10% random distribution at the beginning of combat.
to ensure that you go first you need to have 10% more ini than your opponent or get lucky with randomness :p |

| well without giving specific details i cant be sure but i would imagine this is because of the 10% randomness in ATB at the beginning of a battle, please read more about initiative in 'about the game' or see the 'what is inititative?' sticky thread |
