Authorcan i report a guy for floodin a lot of my fights?

personv2 is talking a lot. But just in 1 fight.. If he floods in lots of my fights can i report him and u ban him? He doesnt stop of saying: Kill malik, kill his hydras, cmon kill him, malik die.. And bla bla bla, Can i or not?
